Debris Flow and Large-Scale Landslide Community-Based Disaster Preparedness Seminars
Since 2018, the Agriculture Bureau of New Taipei City, in cooperation with the Soil and Water Conservation Bureau of the Council of Agriculture, Executive Yuan, has implemented the “Community-Based Disaster Preparedness 2.0” initiative. Following the principles of public participation, bottom-up planning, and locally tailored approaches, the program continues to support villages and neighborhoods in enhancing their professional disaster preparedness capabilities related to debris flows and large-scale landslides, embedding the concept of disaster prevention at the grassroots level.

New Taipei City Community-Based Disaster Preparedness Wargame Simulation
“Community-Based Disaster Preparedness 2.0” is implemented in two phases according to its tasks and methods of promotion. The first phase is the disaster preparedness wargame simulation, and the second phase is the hands-on community disaster preparedness drill. Details are as follows:
1. Community Disaster Preparedness Wargame Simulation: This begins with a public information session to explain the purpose and content of the activity to residents, followed by an on-site inspection to assess locations potentially at risk of disaster. The wargame simulation is then conducted.

2. Community-Based Disaster Preparedness Hands-On Drill: A briefing session is first held for township offices and relevant participating units to explain how to conduct community-led debris flow disaster preparedness drills. This is followed by a planning meeting to coordinate site layout, drill scenarios, and other logistics. Finally, the hands-on disaster preparedness drill is conducted.

Despite years of effort, the promotion of disaster prevention for debris flows and large-scale landslides still requires ongoing resource investment. It is essential to strengthen the operational and managerial capacity of disaster-resilient communities. By regularly conducting wargame simulations and hands-on drills, the long-term goal is to build a robust disaster preparedness network that links community organizations with local offices, NGOs, schools, and businesses. This will ensure communities are well-prepared in advance to face complex and compound disasters.
